Important video on damaging sea environment] Navy¡¯s silt protection layers are not only totally
in violation of rule, completely useless, but are rather destroying the sea
environment. Still, the maritime policemen threaten to arrest and fine people
who try to save the sea by dedicated monitoring on sea environment.

Currently
in the Gangjeong village, illegal, law-evasive naval base construction
(destruction) is forced. It is destroying the soft coral habitats, natural
treasure No. 442 (red area around 00:15). And mud water contaminates the
vicinity of the sea water (around 00:20)

On
useless protection layer
In
its Environmental impact assessment, the navy stipulates on the rule for the installation
of silt protection layers to prevent sea water contamination and to protect sea
ecology system. According to the navy EIA,
The
basic structure of silt protection layer should be formed of (01:00 ~01:10)
- Float
on the sea surface
- Canvas
underneath float that strain off dirty water
_And
chain underneath canvas, which takes a role of weight

However,
despite navy¡¯s own guide book description on high-tech looking silt protection
layer (which is proved out to be only fake

The
reality is that:
The
appearance underneath the sea is shocking. It is like the navy has hung ¡®floor clothes,¡¯
rather than layers.

The
Save Our Sea environmental monitoring team carried out investigation swimming
from the west breakwater of the Gangjeong port to a buoy from 9:45 am to
11:10am, in the morning of June 12, 2012.

According
to EIA, the length of a layer near the west breakwater should be 5m.
However,
the longest there was only 2m and most of them were less than 1 m.

Further,
near the dredging barge, the length of layer was only 27 Cm.

Also
many times¡¯ damaged layers have not been restored but abandoned/ They were
merely floating without being able to strain out contaminating materials that occur
by dredging.

Despite
rules, there were many layers that didn¡¯t have chains. And even though there
were a few chains, they were not fixed to the ground.
Also
even though seaweed layers have to be installed in the both sides of a silt
protection layer, there were nothing installed throughout the investigated
section. The silt protection layers were all covered with sea weeds like aqua farm,
having no function.

The
investigation results on the silt protection layer:
It
has been installed simply for formal act, not only totally useless for function
but rather destroying sea environment. So it is a violation of environmental
impact assessment. The rule on the silt protection layer has never been kept
throughout the section.

Further
despite the fact that the layers have been broken many times when the sea waves
were strong, the navy has been enforcing destruction even in such conditions.
Not
only that. It has even threatened and arrested villagers and activists
protesting to illegal construction (destruction).

Even
though village mayor Kang Dong-Kyun asks the maritime police to monitor the damage
on the silt protection layer, the maritime policemen is only looking for chance
to arrest the citizens¡¯ monitoring team on maritime environment.

On
April 26, an activist protested a maritime policeman that the construction
(destruction) should not be done in the condition when layers are damaged, following
the law. However, the policeman only speaks for the contracted companies of
Samsung and Daelim,.

On
April 27, when the citizen monitoring team went to the sea to investigate
themselves, the maritime policemen rather threatened them, saying the people
are doing illegal leisure activities. The policemen have issued subpoenas to
them. Further they threatened them to write statements, took photos of them in
no legal basis.

activist who tried to save the sea environment was fined of 600,000 won (about
500 $)
Not
only that, many people who have made sit-in protesting maritime contamination
have been arrested

Even
at this moment, dirty water is continuously flowing into the Gangjeong sea,
contaminating natural treasures and threatening many endangered species. It is
enough only with that reason that the naval base project is illegal and such
illegal construction (destruction) should be immediately stopped.
